Dave has held the position of Chief Executive Officer with Ottawa-Carleton Association for Persons with Developmental Disabilities (OCAPDD) since 1998. In 2007 OCAPDD amalgamated Open Hands (Cornwall based organization), and then St. Stephen’s Residences in 2016.

Dave has over 30 years of management experience in the social services sector, both in Ontario and Alberta. Dave’s educational background includes a B.A. in Psychology; a Human Service Management diploma; and an EMBA. Dave was active with OASIS (Ontario Agencies Supporting Individuals with Special needs) as Chair of the Labour Relations Committee since its inception in 1999 until 2023, and as Supporting ED to an OASIS Board member for over 20 years.

Dave was also actively involved with the OASIS Pay Equity committee; the OASIS Compensation committee; and, was one of the OASIS representatives to the Provincial Network for several years. In 2008, Dave was elected to the Board of Directors of the Ontario Safety Association for Community and Healthcare (OSACH). That organization was required to amalgamate with the Education Safety Association of Association and the Municipal Health & Safety Association of Ontario by WSIB in 2009, with the resulting entity becoming the Public Services Health & Safety Association (PSHSA). Dave was elected to PSHSA’s first Board of Directors in 2010, & in turn elected President in 2011. Dave has been actively involved in several provincial discussion tables involving multiple Ministries and provincial unions.
